Engaging with the business about a recovery plan means you need to get their buy-in and more importantly, ownership. Although IT implements the recovery plan, the plan is really owned by the business. Only they can decide what is truly essential for day-to-day business and from how far back they can "restart". Once the business understands they set the requirements, the conversation gets easier. IT's role in that conversation is to challenge the business to identify the bare minimum and then go from there. IT can provide options from which the business can choose so that a win-win plan can be developed.
