Considering that progress improvement is one of main purposes of tracking, I believe that one of the effective ways would be excessive discipline coordination meetings. In fact, popular reasons for civil engineering delays are mostly pertaining to engineering data from other disciplines. The discipline coordination meetings will pop up the delayed data, elaborate the reasons and initiate resolution. therefore, progress of civil design process would be improved.
