I think that the OTDR IS giving a lot of information especially in terestial cables where WE Can see the attenuation and reflection in thé cable. You Can see if the cable splices and connecters are OK and check if there is no cable cut since you compare the theorical distance with the measured one. After this step, you might need a BER/ETHERNET tester to check that you will receive well the signal. You Can also with the installed equipment and connect them to the fiber and make tests before sending live traffic
