Face-to-face meetings are the best way to increase your chance of landing your desired job. You could meet other engineers in a conference or in casual after hour gatherings, such as your local ASCE chapter meetings. You may want to build a relationship and trust before asking for a favor, so it would take some time to get to that point.

If you are a newly grad engineer it would be easier to switch from one sector to another or to relocate. Once you practice a few years in one sector (in my opinion the threshold is two years) that would be harder for you to switch. Besides, the employers in other sectors also may not see you as a fit. This is simply because you developed different skill sets during those years. For instance, if you are a bridge engineer in the United States, you spend most of your time working with AASHTO while designing building structures requires you to work with IBC. But do not let it discourage you. All I am saying is that switching would take more effort. Maybe you have to self-learn new skills before making the switch.
