Usually in subcontract tenders, value engineering proposals are part of ECI phase of weighing in balance scorecards before final decisions. For self delivered works, understand the environment & stakeholders requirements where savings need to take place. Internally you need substantial data and / or practical ideas that produce savings, involve the right people from various discipline, depending the area of the VE option & get senior management support for any leadership reqs & buy in from the teams to actual implement the proposals
