I have produced many Documentaries and the way I create "tension" and "conflict" is to identify the provocative element of your documentary and while editing, highlight those scenes and characters that might answer the burning questions in the viewer's mind. Sometimes i'll even go to black at the end and play audio of the "conclusion" which leaves an impact on the viewer.
