If the robot is going to interact directly with the public to entertain them, then one may want to consider some of the safety standards out there. The last thing one would want is their entertaining robot to hurt someone. Many of the current manufacturers of these robots make sure they are in compliance with the Toy Safety standards under the Consumer Product Safety Commission. By ensuring they meet those standards which have the safety of children in mind, they are ensuring safe operations many others in the general public. These standards are listed and publicly accessible.

Most of my animatronics are built using Arduino's to interface with the motors but the user interactions come from a node.js sever that hosts a website to track their progress and handles the port interactions to keep them in sync.

I would definitely recommend working Raspberry Pi and Jerson Nano or similar hardware modules as they are easy to get started with with enough tutorials. A basic robot for sound-detection and follow could be a great way to begin in the exciting world of Robotics
