Namely, establishing protocols to do everything right at every stage of building a product. These can all be found for example in Military Standards such as DOD. A simple example would be about how to chose a safe programming language, coding guidelines and such. One the other hand, all forms of testing would come under Quality Control. An activity to be performed on work products at each stage of product development. Examples would be Reviews of all kinds, doing different kinds of tests. All actions to act as a filter to catch defects/deviations.

You need also to align your actions with the SDLC approach you follow. You will think and act differently if you are in Agile environment and you will do something differently if you are in a Waterfall or evolutionary (spiral) approach.

Of course, when you’re defining the scope and objectives you could have a lot of questions, so it is important to ask as more as it possible and trying to find answers. It would help to understand more about possible risks and unclear scope.

There are no 'Best practices'. There is no one size fit for all. Testing should be contextual. My strategy depends on the context and may may every time. Sometimes I execute test cases, some times do exploratory testing, and in some releases I support only automated script execution (for smaller releases)

I've read this article twice. I don't know who is recipient of this article, but it's definitely not matching my expectations and says very little about Quality Assurance.

To create a good testing strategy, mix different testing methods. For example, blend Boundary Value Analysis and Equivalence Partitioning with Functional Testing. Also, merge State Transition with End to End or System Integration testing.

My testing strategy is contextual. I decide what to test and when to test based on the context. I usually combine test case execution with exploratory testing. I have seen from experience that, often times, exploratory testing uncovers more bugs. This would be more than the bugs found by test case execution. I also push for pair testing-where a senior tester pairs with junior tester and carries out testing. This has many benefits, which includes increase in the quality of product and junior tester learns from the senior. Also, senior tester gets to learn the thought process of junior. They would have more ideas and think out of box !
