What are the best practices and principles for knowledge codification and categorization?

Can everybody create labels, or do you want to restrict label creation? Think also if you want to use parent pages for certain topics and which content should be crosslinked. Tools like Notion and Confluence offer an option to show related pages to a certain topic; make sure you utilize these features by having a site map right from the start.
