IMO, a big part of assessing the situation is also just understanding the incentive structure of each department. One thing I did early in my time at LinkedIn is look at the promotion criteria / "career performance profiles" of each department —?it helped me understand what each org values vs. not, which helped me be a better partner to everyone.

Individual or department goals are not as important as the overall goal and do not matter if they are not directly contributing to the overall goal. Conflict is necessary for the organization to be able to move pass seemingly impossible disagreements or problems.

You can use techniques like brainstorming, design thinking, or prototyping to generate and test ideas, and tools like surveys, polls, or voting to gather input and opinions. You should also encourage your team to collaborate and share knowledge and resources with other departments, and to seek feedback and validation from your customers and stakeholders. Celebrating success is easy, so I would put extra emphasis and effort into celebrating failures. At a startup I was once at, the CTO would host funerals with eulogies for services and features that didn't work out and needed to be EOL. There was beer and poems and it was a lot of fun for team members who just had to effectively put down their pet project.
