One of the most often (overly) used framework is the SWOT or SWOC analysis (matrix). It provides a holistic view of the internal and external factors that may affect the success of an educational policy. Of course, this tool is often used to assess the overall organizational standing. It helps us identify strengths and weaknesses within the education system, explore opportunities for improvement, and diagnose potential threats that may hinder the policy's success. I have also used this tool in program design in schools, as well as in program evaluation.

A cost-benefit analysis is a quantitative method of comparing the costs and benefits of a policy or program, in monetary terms. It can help you to assess the efficiency, feasibility, and sustainability of a policy or program, and to compare different alternatives. Some other tools that are useful include: a) benchmarking, which involves comparing educational outcomes and processes against those of other institutions or regions. We are all aware of rankings, huh! This helps us identify high-performing educational systems or institutions and analyze their practices to understand what contributes to their success. This can inform the development of effective policies. b) Meticulous Performance Metrics and Indicators, which help establish key performance indicators (KPIs) and allow for the systematic measurement of educational outcomes. We have used student achievement scores, graduation rates, and teacher-student ratios, etc. to monitor the impact of educational policies over time.

An impact evaluation is a rigorous method of measuring the causal effects of a policy or program on the outcomes of interest, using experimental or quasi-experimental designs. For me, the best policy analysis tool for evaluating educational outcomes and impacts is not a single one but a mix of two or more (including qualitative measures). We can use surveys to collect information about perceptions, experiences, and opinions related to educational policies and conduct interviews or group interactions to get more insiders' (lived) perspectives, allowing for valuable insights into the effectiveness and impact of policies from those directly involved.
