As with everything stakeholder management, the need is to enagage effectively with the various stakeholders, according to their levels of interest and influence or "stakeholding". In the specific case of managing expectations for cost estimates, it's always very helpful to clearly communicate the "basis of cost estimate" with all stakeholders. Anyways, the level of detail or class of the cost estimate would normally be governed by the stage or developmental phase of the project. Hence, a shared clear definition of the basis of estimates readily provides the "quick win" grounds for effective ongoing engagement of stakeholders.
