Unless you're writing to live into a specific budget, I feel this shouldn't concern the writer. If you're a director/writer and you want to write a script to shoot. Then choose a story you can tell with limited locations and characters. A simple story, without a lot of moving parts (i.e. stunts, SFX, props, actors, locations) makes for a less expensive production. When you breakdown a script, it will help you budget. It's better to understand the budget you're writing for. Your story lives into a budget, you're not trying to make it fit into one.

This is also the time to schedule the sequence of your scenes for shooting. Scenes with same location / star cast (depending on cost matrix) will get clubbed together. The cost is not scene wise but shooting schedule wise. Ofcourse the requirements, hence the cost items, will come from scene detailing

Play to your project's strengths. How can you maximize resources available to your production? Talk to your producer or director about access they may have to certain locations or talent that you can double down on. Remember that first impressions and the ending are often what the audience remembers. If you're going to consolidate a lot of chips on one big bet, try to front load your big scenes to hook your audience. When I directed my feature film Dating Daisy, we started the movie with a long scene on a highway, with a process trailer towing the actors in a car, and cops herding traffic. Later in the movie, we faked a night drive a sound stage with "poor man's process," but the audience believes it is real because it was the first time.

When writing a film for a price, your screenplay should be flexible. You should be thinking how can my story live into my budget. You have be able to tell the story in the most effective way. Every scene you write cost money. Actors cost money. Action costs money. The questions you should always be asking yourself, "Is it really needed? Does it move the story forward? Can I write it in a better, more economical way?" Ask yourself if there's a better, more concise way of delivering the information. Can two scenes turn into one? Can you drop a character? These are things to think about when writing for a budget.

Something else to consider that is significant is locations. Lots of locations often equals more expensive but also access to said locations is really important! Is it going to cost a lot to find an authentic English castle dinning room that you can film in for 5 days. Probably yes. So instead of squashing that dream entirely you could think about alternative locations that evoke the same setting. I.e is there somewhere else you could set that scene that infers the same reaction with a less expensive location. Perhaps in this case you could make it breakfast in a gardens outside the “castle” etc.
