First, don't make a change without really good information. A procurement function should be key to driving value and limiting risk. Insource if you have the capability, it is affordable and adds value. If its not affordable, rethink processes and ways of working to make it affordable. Get help to be better if the procurement function is not performing and/or is not valued enough to secure the right resources. Outsource if procuring a solution is better value, higher quality and genuinely less risk than an in-house option. Outsource if you need flexibility to cope with varying demand but can't afford the overhead. But procure the service with help - because you will be outsourcing only because you cannot do procurement well!

I've tried this all as a CFO in the NHS over my 10 years I had both an inhouse team and external team. What I would advise, those things that are most key to your business, so if you're a window manufacturer, you want an inhouse team that buys your windows, you need to know the price, suppliers and processes to make you the best at what you do. Somone needs to wake up in the night worried about this, and for me that's an inhouse team, the investment should pay for itself. For indirect spend, the worst case none does it, or someone does it via google, this is where externalisation can help, because that's what they do day in day out so they can bring those insights into your business.
