For this we use the impact vs effort approach. So do those things that bring big impact with low efforts first (equivalent to the pareto principle). Then it must be followed by a strategic plan to do high impact high effort things and make proper A/B testing with real users. Then a low impact low effort can be finished which will allow the stakeholders to see their "quick wins". Ensure quality is not compromised as unbiased user research is very important. Storytime- a researcher poured tea into boiling milk and his colleague hated it saying it's always tea into milk. He fought with "order doesn't matter". They decided to do a (unbiased A/B) test, 6 cups of tea into milk and 6 cups vice versa, Randomised! Results - difference was evident!
