In my experience, if Scope changes are jeopardizing program's timeline we prioritise tasks effectively by prioritisation of activities, identify critical path activities that impact directly the timelines. Eg: additional features request to a development project, prioritise the activities and tasks which are on the critical path. few which are not in critical path can be moved for later releases.This way core expected committed features deliveries are met without compromising the timelines.
