In my experience the first thing to challenge are the interdependencies. Are they really there? Are you sure that there isn’t a way of mitigating by changing or adding to the scope of other projects or programmes? A multi-programme approach that can fall on a single point of failure is exceedingly high risk and should have controls and assurances already in place to manage the fall out. Finally, rather than looking at the symptoms try to address the cause. Is there anything that can be done to turn things round by refocusing resources currently used on other programmes?
