In my experience over 3 decades OM is always told what to do on the basis of cost, execution time and margin. Since introduction of (almost) global adoption of ESG regulation, no doubt there is a massive shift in thinking. Companies now need to factor environmental and social impact of their decisions. Scope 3 (or EU nomenclature or equivalent), is the most powerful, and governs operational management of most assets and product manufacture. With a "green" accounting system of economic definition of success. Supply-chain, circulatory, sourcing, end-of-life costs and offsetting, have legal implications of green-washing / wishing / denying, and are fast making their way into transition risks of financing, insurance and litigation.
