Identifying dependencies is not a rocket-science. Just think logically and understand problems. You will be able to identify them. For example, if Developer A cannot begin Task A unless Developer B completes Task B then Task A is dependent on Task B. In fact, Task B is a blocker for Task A. JIRA allows to link issues with each other and if issues are properly linked to each other then this will not just highlight the dependencies but also help in prioritizing.

For example - The web page cannot be published as the team is waiting for content that a business stakeholder is going to provide. Here, the dependency is on the business stakeholder from whom the content should come. The development team should communicate this dependency in a meeting or in an email.
