The failure of Enterprise architecture is not the framework, not the knowledge or the people, but the organisation structure, roles and responsibilities and the allocated fundings. I assume the performance of the architecture functions means it, the government and government should always go along with goals and values and are measurable.

About implementing and executing which reminds me, just my opinion, the architect resources should be centralised into a shared pool of the enterprise architecture group governed by the enterprise architect who should report to CEO, or the head of business entity, not CTO. The enterprise architecture is not an IT function, so the EA is a business role.
