Having a requirements management plan is key. The plan usually defines how a change be handled and what tools to use. How the options with in the tools be used. Having a procedure will also reduce resources having different interpretations on how things can be done.

The tool is important, but what you expect from Requirements Management (not just the tool) is paramount. Having a full review, approval, and change control functionality expectation is far different from having a common documentation location for requirements. Don't pick a tool and figure it out, figure out the purpose first then find the right tool for the need.

Train the team to manage requirements not use the tool. The tool supports the the needs for requirements management, not the other way around. Make sure that the method for requirements management is clean, concise, and does not require more effort than value delivered. One the method is understood, training on the tool will be much easier and faster.

Value over consistency. Over constrained fields will lead to users either not documenting requirements or selecting the wrong value. Naming conventions, if used, should be very simple, 2-3 parameters only. Why not over constrain? If you have a requirement classification that is constrained to Functional or Regulatory, when an interface requirement or performance requirement is created the user will have few options but to 1, select an incorrect classification, 2, leave blank (if available), or 3, no enter the requirement. All of these are undesirable.

In my experience, people are obsessed with the tool and formality of textural requirements (must start wit h shall, fit a specific format, etc...) The problem is not that the requirements aren't in the right format, it is that they are poor requirements (lack verifiable information, aren't applicable, copied blindly from another project, boilerplate, contain attachments that are unusable, etc) or they are in an unusable format (text vs equation, model element, etc). Don't write requirements to have them, write them because they provide value through relationships to other information, traceability to test, geometry, regulations, etc. The semantics is what is important over the syntax.
