Start with a pre-determined budgeted amount for each category/line item (depending on how micro you want to approach this), then as you purchase/award bids, you can compare the contracted/purchased amounts to the budgeted. Boom, VE! Moving through mobilization/project progress, you will always have those original benchmark amounts (budget/contracted amount) to track any VE savings throughout the duration of the project.
