Goal setting is a team sport. The best goals are self declared, and will ensure that your team member understands and is aligned to the goals. If they are not, then you need to revisit how you communicate these goals to them and perhpas take some feedback.

Providing avenues for growth to your team is the utmost responsibility of a good leader. One way is to empower them, give responsibility and allow them to set their goals, while helping them build the soft skills, and empathy for other team members ( like edge computing capabilities). It generates healthy competition. The self tracking and as they own their goals help productivity and contributions for the current and future roles and effective collaboration while the stay or come back to work with you again- as Philip Kotler always quotes - like minded people gravitate together. Supporting your team / members help you create those synergies for present and future.
