There should be no dust on the conductive surface of the CPU. If there is the heatsink/fan was not installed correctly. with that bing said there should be a layer of thermal paste or a thermal pad. thi can be removed with a soft cloth and some 90% or higher isopropyl (rubbing) alcohol. once that is clean you can separate the heatsink and fan and go on to the next strps.

Fan's are fans and are by themselves not compatible with the CPU since the heatsink is what the fan blows on to remove heat from the CPU. As long as the new fan fits on the heatsink with the hardware included with it there should be no compatibility issues. Once the heatsink has been cleaned a thin layer of thermal paste or a new thermal pad can be applied. if using paste the entire surface of the CPU, that is made of conductive material, must be covered. the layer must be thick enough to fill in any naturally occurring imperfections in the base metal of the CPU and heatsink. Once the heatsink is mated with the CPU the screws or clips can be attached and tightened and the fan can be mounted to the heatsink.

6 Close the case and test the fan

once the CPU cooling fan has been plugged into the motherboard you can reattach power to the case and the monitor to verify everything is working. Turn on the system and watch for the fan to start spinning. If it does not remove power from the case and verify the power is connected internally to all parts of the internals of the PC. then plug the case back into power and turn it on again. once the fan starts spinning look at the monitor to verify the POST screen and then operating system startup. once the system is functional the cover can be replaced on the case and all other peripherals can be reinstalled and the PC can be restored to it's previous location and be used as normal.

If experiencing crashing or slow performance due to overheating problems, you may want to start simple before swapping out parts. 1. Clean your PC. -Fully power it down and disconnect everything. Open up the case and give it a thorough cleaning with a can of pressurized air. Re-seat and clean any removable components one at a time, putting it back where you found it after cleaning it and the port it was in. 2. Evaluate the space that your PC is in. - Is it on the floor or in a cabinet? Is there enough air-flow getting to exterior of the main Chassis? If it's on the floor, try elevating it. The floor is where the highest percentage of dust settles, and the CPU fans will bring this dust into your PC while attempting to cool it.
