For me a big part of this is knowing the difference between more short term direct feedback, and the longer term more 'surround sound' feedback. The feedback culture needs to allow for a space for both: usually the short term feedback naturally comes through as part of its related workstream; but the bigger picture feedback falls to the wayside. Bigger picture feedback is often more qualitative or more of a 'feeling' and so more difficult to bring up constructively. Having quarterly/bi-annual reflection opportunities and asking the right feedback questions are important to encourage this, e.g. 'what are we not doing that we could be', 'what can we do to make your work easier'.

Helpful, actionable feedback should begin with why. A prescriptive approach is often associated with feelings of fatigue and resistance. Control the narrative by being very explicit about when and where you are open to receiving feedback. I do this in my organization by asking direct questions rather than creating an opportunity for stakeholders to give feedback in an open forum.
