I think it’s important to put time and effort into the planning and strategy for each procurement process. Putting the time in up front means the evaluation is appropriate and credible. Ask the right questions and be specific as to how responses will be scored. Prepare your evaluation panel ahead of time.

I try to conduct my own material survey / take-off to verify quantities of items being provided. I then create a bid comparison sheet where I unitize these items. When receiving proposals I try to verify the quoted quantities are accurate. The basis and criteria for award of contract must be aligned upfront before doing the technical or commercial assessment so as to be following all procedures as laid down by the companies for their teams / employess to comply with. Any preferences or say deviations must be documented and signed by the stakeholders if the decision deviates even after factoring TCO.

I feel the most important in this final step is giving the feel to all suppliers that it is transparent, fair and professional and they were treated equally. It's the time to notify the unsuccessful suppliers with proper feedback and reason why they aren't which is often skipped nowadays. It's the time to properly communicate with the selected supplier and collaborate with them to establish a contract with detailed objectives. This will achieve our procurement goals and objectives.

Following the evaluation, select the supplier that best meets your requirements and criteria. Award the contract to the chosen supplier and initiate the contracting process. Clearly communicate the decision to all participating suppliers, providing feedback as appropriate. Finalize the contractual terms, including pricing, delivery schedules, performance expectations, and any other relevant terms.

The separation of the technical offers from commercial terms allows the team to objectively evaluate the technical offers against each other. I recommend the following additional points, based on my experience 1. Select a list of potential vendors, based on capability, track record, QMS, spare capacity and resourcefulness 2. Conduct pre-bid meeting with approved vendors for improving the draft RFQ. Incorporate e comments from vendors and remove all ambiguities in the draft RFQ. 3. Issue RFQ and arrange to solicit Technical bids first and Commercial bids after approval of the technical bids. 4. Get the technical bids evaluated by the Discipline Lead and raise queries, if necessary for clarification by vendors 5. Request the above vendors to comply for all commercial conditions without price. 6. Get price from the vendors for further processing
