I lock layers (but not permanently). But if I give an asset or design or project to a colleague I make sure to tell them some items might be locked. It really keeps things from being messed up. And makes it easier to select layers by unlocking them.

To lock, click the lock icon next to the layer's name in the Layers panel. To hide, click the eyeball icon. Groups and artboards follow the same logic - locate their lock and eyeball icons in the Layers panel for control.

And this is an important grade when, for example, hiring a person during a test task.

Many times I organize things based on placement ie background elements, cutouts, text or titles, and effects. This gives someone on our team the ability to take my design and improve upon easily.
