There are many key factors in how it supposed to configure your DNS load-balancing, for me, there is no best practice for general situations, it depends on the current environment you're in, for example, how is your origin server capabilities, which behavior you want to achieve for the DNS record you have is it active-active or active-standby, etc. Put all the above answers into key points to what you'll configure your DNS load-balancing configuration will be, for example choosing weighted round robin over simple round robin because your origin server has different capabilities, etc. Many vendors provide load-balancing feature capabilities like F5, Infoblox, Cloudflare, etc that have their advantages that depend on what you need.

Failover for DNS can be achieved by using backup servers or IP addresses that can take over the DNS service in case the primary servers or IP addresses are down or unreachable. For example, you can use primary-secondary failover, which switches to a secondary server or IP address if the primary one fails; active-active failover, which switches to another active server or IP address if one of them fails; or active-passive failover, which switches to a passive server or IP address that is only activated if all the active ones fail.
