The only meaningful way to measure the success of an eLearning program is to see whether the target people are doing the things they are supposed to do. Completion rates and quiz results are no indication that the target people will meet the desired performance standards on the job. It's like if you needed drivers to successfully change a tyre. The only way to see if the training has been successful is to ask your drivers to change a tyre. You wouldn't quiz them on the history of the tyre iron and base your evaluation on that. It's also important to consider if the result was worth the cost, time and resources it took. If the investment in the result was cheaper than the potential cost of not getting the result, it was sure worth it.
