How do you measure the impact of quality improvement?

It depends on what the improvement is! However, all improvements, whether they are a corrective action (CAPA) or general improvement, there should be an effectiveness measure determined as part of the initial planning to implement the improvement. So once you have determined what is the root cause and how to address it, then you should also determine how you measure effectiveness of the action. Before implementing the improvement! Effectiveness measures vary widely, but could be monitoring a critical parameter over time, looking at yields or rejects, or tracking the concentrations of an active or impurity across batches.

A way to assure impact is to identify which one are those types of defects that are impacting more the outcome of the process, product or service. Aiming to the 20 percent of defects that impacts the 80 percent of the outcome could generate more benefits than aiming to 80 percent of those that impact only the 20 percent of the outcome. There will always be issues that could be handled with a lesser priority or intervention impact than others. Identifying the critical path of the process, the type of damage caused by the issues will help us with this identification and decision making process.

This requires the 3C's: Change (what must change?), Controls (what controls would be implemented to avoid it from occurring again?), Cost ( how much would it cost ? And how much would I save?)

In order to "measure" you have to "monitor"; and to "monitor" you have to "measure"...so if you don't have a clear understanding of what you're going to use as the criteria to determine whether you've improved or regressed will leave you going around in circles. Once you have set your strategic, organisation, department, quality goals then investigate whether you have relevant data and information [measuring] to start monitoring and set a target baseline. In a QMS, you could use data from the 5Ps of gmp (people, process, product, procedure, premise) as a guide to start identifying possible means of measuring quality improvements for these factors that make up your QMS.
