Conduct surveys and interviews focusing on these aspects, track changes over time, and tailor support to address identified challenges. Culture is such a big part of motivation. How you motivate people needs to change from person to person....but especially across cultures. For example, more group oriented cultures (and people) may prefer to be motivated in terms of what's good for their family or team. More individualist cultures (and people) may need to be motivated in terms of what's best for them personally & professionally. This is why cultural training is not just needed for expats - it's needed for the entire organization, and especially those in charge of managing expats & creating expat/global mobility policies.

In my experience as either an expat myself or the manager of multi-cultural teams, I have learned the value of welcoming the expat, and explaining some of the main difference that they might observe in relation to their origin, also making myself available to talk about anything that he/she believe that is strange, unusual or even awkward during their time there. Frequently it all came down to cultural differences. If other members of same origin are available, promote an introduction between them, if necessary have a buddy-system in place, as this will help not only the worker but also their family to integrate better not only in the organization, but also on the local society.

While quantitative measures are important, engaging in informal conversations and open communication allows for a real sense of the expatriate experience, capturing emotions and perceptions that numbers alone cannot fully convey.

Beyond the use of surveys and questionnaires, which can be biased depending on the reason why the person decided to take the assignment, I have noticed with my experience that having regular team gatherings, where people can interact beyond the daily tasks, gives you the opportunity to understand how the expat engage, and how comfortable he is.
