Modular design is the foundation of productivity, there is nothing better IMO than leveraging known working solutions coded and simulated years ago. I have a long list of those IP modules, like DAC/ADC SPI blocks, arithmetic modules mapped to MATLAB/Simulink, PID controllers, PWM modulators, DSP filters, and so on. Also, over the years I developed models (functions) in C that match the HDL exactly from the algorithm perspective. This approach let’s dramatically reduce development time when Algorithm SW and Accelerator HW are being developed in parallel. It feels like a natural extension of IP libraries provided by major vendors like Altera/Intel and Xilinx/AMD.

Hierarchical FPGA design is a natural way for those engineers who came from EE HW land. The low-level primitives were combined into functional blocks, and those blocks were then exported to the upper level, interconnected by busses/interfaces, and so on. We use Vivado/Vitis/Quartus, e.t.c. today the very similar way we used schematic capture ~30 years ago, except for the low-level written in Verilog, not built using SN74 series logic and PALs. Today we have compiler directives and other SW features, so it looks like progress to me!
