The project must be aligned with contracts and the construction management plan when linking construction costs to scope. This includes attaching costs to each contractual agreement while linking it within the construction phases. Remember that the scope of work applies to each of the deliverables, phases, and the entire construction project. This involves breaking down the scope into quantifiable line items and attaching costs to each one based on current market pricing for labor, materials, equipment, etc. Unit pricing and historical data on similar projects helps improve accuracy. The estimator develops a complete bill of materials, identifies subcontractor costs, factors in project location, incorporates contingencies, and calculates total installed cost. The estimate should capture all direct and indirect costs. As the design progresses, the estimate is refined and updated. Keeping the scope and estimate in sync is key to linking construction cost to project scope.

Effective scope management maximizes the likelihood the completed project matches the original defined scope and estimated cost.

Linking scope and cost provides many benefits. It promotes realistic budgeting upfront. It also improves cost control throughout the project by aligning changes in scope to changes in cost estimates. However, there are also challenges. Accurately estimating costs during early stages of design can be difficult. Even with disciplined scope management, factors like unforeseen conditions or changing owner needs can alter scope and costs. Effective communication across project teams is essential to limit disconnects between scope and costs. Overall, directly linking well-defined scope to detailed cost estimates and maintaining that linkage provides the best opportunity to deliver a project on time and on budget.

Construction cost estimates are the most challenging. The cost basically involves Four M's. Men, Machines, Material and Money. While there are studies that indicate Methods, Medium (Environment) does play a pivotal role. Creating a Work Breakdown Structure and defining the micro level activity and allocating the costs related to all M's related to above and an excellent Risk Assessment of costs with a contingency can help arrive at reasonably well estimated costs.

To overcome the challenges in the integration process, a viable solution is to develop a common well-structured work breakdown structure (WBS) to provide a clear connection between project scope, cost, and schedule elements. Using a common project WBS to link scope, cost, and schedule will improve communication, accurate resource allocation, efficient scheduling, and effective progress tracking. Overall, it’s easier to manage and control a project when the scope, cost and schedule are talking to each other.
