I like to have high level aim for testing: "Provide the business with information to make informed decisions on product quality." For example and then have some lower level objectives that implement that aim. "Adopt a shift left approach by implementing BDD and three amigos" For example would be one of the low level objectives.

Unit test coverage is an important metric that should be evaluated and maintained with every feature release, every check-in of new piece of code. Then automation testing coverage can be evaluated in terms of features covered. In general greater the test coverage we can be more confident about every release.

Getting the right budget for testing is always a struggle. You have to get good at telling the right story about testing, preferably without using the word testing! It’s tough to get budget for the best prevention methods, easier to get money for incident reduction and other more visible quality issues.

Planning is way more important than selecting the resources needed for the project. And if a project is in a starting phase, based on budget, or difficulty you can go ahead with/without a test management tool, automation tool etc. Because I've worked on different kinds of projects with or without those resources and those went well. Post the development phase, depending upon the client we can opt for an automation tool and develop the scripts and use the same for automation which can be handed over to the client. So instead of 10 team members in the maintaining phase, we can get it done with 3 members. Hope this helps.

Why Questions: Customer Needs: "Why is this important to customers?" helps identify the key customer base and their needs. Purpose and Goals: "Why are we doing this project?" helps clarify the overall purpose and goals. How Questions: Milestones and Implementation Strategies: "How are we going to achieve the project goals?" helps in planning and provides a roadmap for project delivery. You have to consider the organization and maturity levels. For example if you are working with an organization that is small and never tested before, then you have to go slow. Start with assessing where they are at. I typically use TMap Next. If they are Waterfall, then I introduce a structured test method like TMap. If they are transitioning to agile I introduce the Rally agile mthodology.
