It’s always key to make it clear the reason you’ve included someone if not obvious from the content. In my experience “bcc” is only useful for protecting GDPR information of those being contacted if outside of the organisation or to aid in email etiquette not to “reply all” to everyone if you are reaching a large corporate wide audience. Or to copy in myself as memory aids for follow ups.

Crafting norms with your team can help in a field with no set rules. The norms I set with many of my teams are: CC is for people included, but not expected to respond; and BCC is for people that needed to be on the first email, but should not be included in the responses. I also encourage the teams I supervise to change their email preferences to default to Reply-All.
