You don't have to recreate the wheel, companies have build successful systems for 100 years. Find one that is doing it right and get some inspiration. I think it is also important to understand not everyone is a winner. We live in a world where we try to teach kids we are all winners - well folks we know that isn't true. Reward when earned and have a talk when needed with others. Other views here are also important, communication, education, etc. People won't preform well if they don't like there jobs so a good reward system starts with a good culture and environment without that no one will excel.
