How will you involve the stakeholders and beneficiaries of the evaluation? These questions will help you define your purpose and scope, as well as the resources and time needed for the evaluation.

In my opinion,the most critical approach is: Longitudinal Tracking of Career Progression and Skill Application. Why? It shows the full journey of the learners post-training. Real-World Impact: We can see how skills are really used at work, where they take our learners career wise. Continuous Evolution: The data we gather over the long haul helps us tweak and improve. Bridging Skills Gaps: In Sub-Saharan Africa, the disconnect between training and market needs is real and gargantuan. Longitudinal tracking helps us see and fix this. Longitudinal tracking is a powerful roadmap for making real, lasting change in vocational education.

Work-based learning such as apprenticeships are the best way to impart both technical as well as soft skills and develop a workfoce for the future demand. Below are key steps one can take to define the purpose and scope of such evaluations: 1. Understand Organizational Goals to be achived by engaging learners for such programs 2. Identify Stakeholders who will be participating in the evaluation process 3. Set Objectives and Key Performance Indicators (KPIs) such as: - Increase in skills proficiency - Improvement in retention rates - Enhanced productivity of apprentices etc. 4. Select Evaluation Method that suits you requirement which could include surveys, interviews, focus groups, performance metrics, or a combination of these.
