I would go first to see the maps and layers in planning authority. For example, if the site is located under the flood plain or heritage significance or subjected to the flora and fauna significance, then I would consider my other options. If that's only option, then I would first make sure I can get permit for this job then would go for further investigation on site. However, having a site visit can give me a general view about what I will face in that specific location.
