The assessment will serve both as a way to better understand the current security awareness maturity levels, test your assumptions in the plan, and understand the needs of your target audience. Than you can design a security awareness campaign that meets the needs.

Assess your current state. i.e. What information are you trying to protect, how will the criminals likely use people to get to it, and with what methods. This will help you work out what particular skill sets you may want to focus on measuring, and for whom.
