How do you design an action research cycle for your project?

What I have seen that one always have an intent why doing research so when I do it for someone I ask many questions about the research so that I can better understand their intent or goal behind this and deliver better results. as AI can do summarization but employer is not satisfied with it why that's the general you have to make it customizable according to their needs , ready to use.
