The effects of a data breach are wide ranging and can easily swamp the entire value of your project and the value of the entire enterprise could be affected for years. Avoid setting up easy but immoral stratagems like taking advantage of salaried resources such that they work 70- or 80-hour weeks. The effect on morale will last far longer than your project. There are organizations that have used up their entire reserve of good will in professional communities and they have to market on a national scale to bring talent in. This never turns out well in the long run.

To determine value, estimates must be made. Getting stakeholders to give revenue projections and process improvement savings can be difficult and ROI is impossible to project without that. Development practitioners get cynical if they have had their own estimates used against them in the past. They know that the only thing that moves faster than the speed of light is how quickly ballpark estimates can turn into meet or else directives. Look up the etymology of the word deadline.
