Any project including those that relate to cybersecurity should clearly define the following: Why (The Purpose) What (are we trying to achieve) Who (is responsible) When (timelines - start/end dates) How (requirements, activities, deliverables, objectives, exceptions, revision/change control, etc.) This put together is the SCOPE of your project. When it comes to a policy/procedure/SOP, the scope could be the audience or people or systems it is meant for or those affected by it. Hope this helps out. ??
