Se debe crear un comité técnico. Que esté integrado por personal capacitado y calificado. Las etapas del control de cambios serían 1) Creación. Ser específicos en donde estamos (to be) y hacia donde queremos llegar (to do). Establecer un plan de trabajo. 2) Evaluación: el comité técnico evalúa el impacto del cambio. Si es viable monetariamente, no impacta la validación de proceso o calificación de equipo / áreas / personal. El comité define si se aprueba o rechaza el cambio. 3) Implementación y monitoreó: dar seguimiento a que las actividades se ejecuten acordé al plan aprobado.
