Instead of setting goals as the third step, I argue that we need to frontload the process with the creation of a clear, reflective, and growth-oriented standards framework. This framework, sourced from the perspectives of key stakeholders and community members, lays the groundwork for effective assessment of the current situation and strategizing future steps. This change reflects the ethos of backward design, a cornerstone of higher education pedagogy and effective project management, which prioritizes understanding the end goal before planning the steps to reach it.
