The spine-leaf is a multi-layer network. You can have a ToR, leaf, spine, super spine. For representational purposes, it is denoted as two layer. But nothing is restricting us to two-layers. There is no direct connection between spines (same for leafs). The role of the spine is to provide connectivity between leafs. All leafs connect to all spines. Similarly, all spines can further connect to super-spines, and the role of superspine is to provide connectivity between spines.

FAT-tree is not necessarily limited to 3-tier architecture. The term fat-tree is a network term that refers to the bandwidth capacity difference (getting fatter towards the devices in the upper level/layer) to handle the relevant over-subscription requirement. A 2-level FAT-tree can be considered as spine-leaf while 3-level FAT-tree can be considered as super_spine-spine-leaf architecture. The 3-tier hierarchical model typically comprises Access-Distribute-Core or Edge-Aggregation-Core (may vary depending on the vendor). So I think it is ideal to define this section as 3-tier hierarchical model instead of FAT-tree.

In performance and latency context spine-leaf provide low and predictable latency due to its uniform two-tier design also each communication path involves only one hop to a spine switch and another to the destination leaf switch, fat-tree can offer low latency but may introduce slightly more hops depending on the specific traffic pattern.
