R and especially ggplot2 is really great when it comes to static visualizations - the selection of shapes and ways to combine them unveils almost infinite possibilities. However creating interactive elements in R is a bit more complicated because ggplot2 doesn't do that by default, you need additional libraries which are "htmlwidgets", thus they generate HTML. Quite often they are not very powerful and versatile, usually the best ones are those which add interactivity elements to existing ggplot2 charts, like ggiraph. Quite often for a simple public project, it is easier to prepare data in R and create an interactive chart with Tableau Public.

With great R skills you might build something better than just using some simple javascript library having very limited default chart templates. But if you're proficient with D3 - then even if you're creating something simple - this will not take too much time for you.

Sometimes you don't need to choose between R and javascript for interactive visualization - because there are plenty of other options. If you have no skills or limited skills in both languages consider these options: - Tableau Public - Flourish - Datawrapper They will allow you to create an interactive visual and publish it in your website. They are quite customizable, so, if you're not looking for something bespoke, try them. And even if you do - Tableau allows for quite a lot of freedom and creativity!
