How do you choose the appropriate data processing methods and tools for grant projects?

We are working with a bioinformatics company now for an SBIR grant opportunity. In determining the right approach, we wanted to understand what data they would find useful, cross-reference that with previously funded awards from the ideal funding institution (i.e., NIH), and then double-check with the program officer that it would be beneficial to have that certain approach. Needless to say, all three steps are incredibly helpful when pursuing a good opportunity.

Also, keep in mind that you need to be able to answer a similar question for the methods and methodology you say in the application you will employ to gather data especially for such activities as surveys.
