Not everything needs to be paid for upfront.

Read "Profit First" by Michael Michalowicz. It's the best model I've seen for setting, monitoring, and benefiting from the upsides of having budgeting protocols. My other advice: set two budgets. One for operations, and one for growth. Spend on growth after you've assured covering operations for the duration of what it typically takes for your sales cycle.
