1 Adopt a DevOps culture

DevOps is a set of practices and principles that aim to bridge the gap between development and operations teams, and foster a culture of collaboration , communication, and continuous improvement. DevOps can help you balance agility and stability by enabling faster and more frequent delivery of software, automating and standardizing IT processes, and incorporating feedback and monitoring into every stage of the software lifecycle. DevOps also encourages a shift from a siloed and reactive approach to IT operations to a cross-functional and proactive one, where everyone is responsible for the quality and performance of the software.

Accelerate.(the book) and DORA research have demonstrated that speed (lower lead time and higher frequency) end up producing the best quality and stability. Key learning = there's no opposition between agility and avaibility.

In my experience, DevOps functions more effectively in mature Agile environments. This is likely due to cultural differences and how long an organization has grown familiar with Agile vs Waterfall approaches to SDLC and PDLC. If culturally—an organization has leaned on Waterfall approaches to SDLC, then it may be cumbersome to reconcile Agile principles with the current organizational structure and norms that many people have been accustomed too.

In my perspective, a well-balanced DevOps setup is evident in various ways. This includes factors such as operational efficiency, downtime, and the speed at which issues are resolved. Project Managers within the DevOps teams play a crucial role in assembling the right team members and guiding them to understand their individual roles and responsibilities including the functions and responsibilities of their colleagues to ensure seamless backup capabilities. The ability to manage high-pressure situations is essential, ensuring quick, efficient, and error-free responses. A DevOps champion oversees the entire structure, performance, and relevant metrics to assess whether further adjustments are needed.

Agility and stability flow from good relationships. Two counter-examples: if there is a poor relationship with the client, time is wasted fire-fighting; if the relationships within the team or with management are poor, the risks of low productivity, key personnel loss and project failure are increased. If possible go for smaller, more creative teams; if a robot can do the coding work, don't waste a human. Foster highly trained flexible individuals to communicate well. Manage people barely enough to keep the team on track. REDUCE process overhead on highly-skilled people. Use systems to ensure that release steps don't get missed - any system that is low overhead, in place and fit for purpose.
