Your IT maturity is the level of development and sophistication of your IT processes, practices, and systems. It indicates how well you are able to deliver value, manage risks, and enable innovation with your IT resources and capabilities. Your IT goals and objectives are the specific and measurable outcomes that you want to achieve with your IT resources and capabilities in the short and medium term. They should be aligned with your organization's mission, which is the core function or activity of your organization. Your IT goals and objectives should be SMART, which means they should be Specific, Measurable, Achievable, Relevant, and Time-bound. You should also define your IT key performance indicators (KPIs), which are the metrics that you use to track and evaluate your IT progress and results.

I agree and would like to add that one of the key measures of success should include customer experience and enablement. This will help develop IT strategy from the perspective of customer/client and also get business functions buy-in that will make the embedding of the strategy easier.

The projects in your plan must cover people (skills and organizational structure), process (methods, procedures and processes required to achieve your goals), technology (architecture plan) and data (how and where you store your data to enable advanced capabilites such as artificial intelligence). Each project should have a set of metrics associated with it so that you can ensure you are getting a return on investment for your efforts.

5 Implement your IT governance framework

Your IT governance framework is the set of policies, procedures, roles, and responsibilities that you use to direct and control your IT resources and capabilities. It should be aligned with your organization's governance, which is the way that you organize and manage your organization's resources and capabilities. Your IT governance framework should include your IT governance principles, which are the rules and guidelines that you follow to ensure your IT alignment, value, risk, performance, and accountability; your IT governance structures, which are the committees, boards, and teams that you establish to oversee and coordinate your IT activities and decisions; and your IT governance mechanisms, which are the tools and methods that you use to communicate, monitor, and evaluate your IT performance and outcomes.

COBIT 2019 from ISACA is an EGIT (enterprise governance of information and technology) framework that offers very detailed guidance on implementing a governance framework to support IT strategy. ISACA members can access several guides and documents free of charge to help support the design and implementation of their governance program.
